PPBC approves Emery Grover change order and invoices totaling roughly $94,000

The Permanent Public Building Committee on Feb. 10 approved a general-contractor change order and multiple invoices tied to the Emery Grover renovation effort.

The chair moved and the committee approved change order number 21 from M O'Connor Contracting for $37,343.17 out of the general contractor’s budget; the motion passed by roll call. Ken (project staff) said the largest element of the change order stemmed from a prevailing-wage adjustment claimed by the HVAC subcontractor for tinworkers and plumbers, a change the committee discussed previously.

The committee also approved a requisition payment to M O'Connor Contracting for $24,227.89 (requisition '25 through January 2025 services) and an invoice to BH+A (architects) for $33,010 for December 2024 Emery Grover architecture services. All motions were seconded and passed by roll call; members recorded aye votes from Stuart Chandler, Lynn Denninger, Bob Germany, George Kent, Erwin Silverstein, Michael (PPBC member), Anne (PPBC member), and Chair Richard Cream.

Committee members asked whether outstanding warranty items, elective landscaping and remaining graphics would be finished in spring and whether the committee should document the original budget and the released amounts for clarity during closeout communications. Ken said most remaining items were warranty punch-list items and landscaping that would wait until spring weather permitted completion.

Why it matters: the change order and invoice approvals move the Emery Grover project closer to final closeout while documenting a prevailing-wage adjustment the contractor raised.

The committee proceeded with roll-call votes for each motion and closed the item after confirming that staff would handle the final warranty and landscaping tasks.
