House panel ratifies governor's suspension of motor-fuel taxes after Hurricane Helene

The Georgia House Ways & Means Committee voted to ratify House Resolution 42 to confirm Governor Brian Kemp’s temporary suspension of motor fuel and diesel fuel taxes issued in October 2024 after his state-of-emergency declarations for Hurricane Helene.
Leader Gamble, speaking for the resolution, said the suspension was issued by executive order while the General Assembly was not in session and must be ratified by the legislature under Georgia law. “Because this suspension occurred when the general assembly was not in session, we need to pass this resolution to ratify executive orders to suspend the collection of tax pursuant to Georgia code,” Leader Gamble said. He told the committee the action saved Georgians between about $140 million and $160 million.
The committee recorded no extended debate on the resolution. A motion and a second were made; the committee took a voice vote and approved the resolution. The chair described the measure as a necessary procedural ratification of the governor’s earlier orders.
The resolution references the governor’s executive orders issued in October 2024 and Georgia code provisions that authorize the temporary suspension of tax collection when the legislature is not in session. No members requested additional staff work or amendments before the vote.
The committee moved on to other bills after approving HR 42.
