Solon Board reviews wide-ranging policy updates to align with recent state and federal rules

The policy review covered a long list of updates and consolidations: combining board meeting bylaws into a single policy; rescinding duplicate bylaws; updating personal communication device language; creating a new policy to reflect House Bill 214 on protections for individual beliefs and political expression; aligning co‑curricular and extracurricular employment checks with state background-check systems; revisions tied to House Bill 147 on student transfer and athletic eligibility; a policy to reflect the Student Parent Rights Act from Senate Bill 29; revisions to purchasing thresholds (raising the non-bid threshold to $75,000 and relying on the law’s automatic inflationary adjustments); and a new district policy addressing artificial intelligence use (policy 7540.09).
Staff said many of the changes formalize practices already in use and bring written policy into conformity with state law and the new Office of Management and Budget (OMB) Uniform Grant Guidance for federal funds. The presenter noted that the changes are informational at this meeting and that the board will consider formal approval at a subsequent meeting, after public review and comment.
Board members did not vote on the policy changes at this meeting; staff said they will return for formal votes. The board was told the updates are primarily technical and compliance-driven, but several required new policies — including the protections-of-individual-beliefs policy tied to HB 214 — will be available for public comment before final adoption.
