ESD presents reorganized local services plan; board given first reading

Representatives from the Linn‑Benton‑Lincoln Education Service District presented a revised local services plan to component districts and asked boards to review the document as a first reading.
Assistant Superintendent Nancy Griffith said the 88‑page plan was reorganized so that tier‑1 services (provided to all component districts) appear at the front of the document and tier‑2 services (services districts purchase with tier‑2 funding or general fund dollars) are described in a separate section. The revision is intended to make the plan easier to use by grouping commonly accessed services and clarifying optional purchases.
Griffith said several subcommittees of district staff (finance, special education, technology and other areas) contributed to the update and that the revision did not remove commonly used tier‑1 services; some low‑usage programs were moved out of tier‑1 on the recommendation of the component group. She told the board a second reading and adoption will be scheduled and said district staff should contact the ESD with technical questions.
Board members did not take formal action during the first reading but were invited to send questions to staff before the adoption vote at a subsequent meeting.
