The Fresno County Board of Supervisors on Feb. 11 retroactively approved the county’s biennial Mental Health Services Block Grant and Substance Use Block Grant applications that the county submits to the California Department of Health Services. Susan Holt, behavioral health director and public guardian, told the board that the applications are routine federal pass‑through dollars and are typically brought to the board retroactively because of state timelines.
Holt said the county expects to receive the full allocations in line with the application and that the funding offsets the county’s reliance on local realignment dollars, allowing realignment to be directed to other services. She added that an internal reorganization caused an additional delay in bringing the matter to the board this cycle, but that the county was not penalized for the timing.
Board members asked about the stability of block grants given potential federal budgeting changes; Holt and staff said they are monitoring federal debates but felt confident in current allocations. The board approved the retroactive authorization to submit and to accept the block grant funding in accordance with the staff recommendation.
