Commissioners approve TEFRA bond request, multiple appointments and contracts

Montgomery County commissioners voted Feb. 6 to approve a Tax Equity and Fiscal Responsibility Act (TEFRA) resolution allowing the Montgomery County Industrial Development Authority to issue up to $108,000,000 in bonds to finance improvements at ACTS Retirement Life Communities in Bucks and Montgomery counties.
The board also approved several routine and personnel items, including appointments to the Workforce Development Board and the county Local Emergency body, appointments to the Youth Center board of managers, award and renewal of multiple contracts, advertisement of bids and RFPs, and personnel transactions that included new hires and promotions. Most motions passed on unanimous voice votes recorded as "Aye," with the three commissioners present voting in favor of the motions that carried the main agenda items.
Maureen Calder, presenting the TEFRA request, said the IDA had conducted a public hearing on Jan. 22 and received no public comments. She explained TEFRA's federal requirement that affected local elected officials review and record approval, and emphasized that "the approval would in no way obligate Montgomery County with respect to the project." Commissioners moved and seconded the resolution, and the motion passed by voice vote.
The presentations also included a summary of the personnel list (dated Feb. 5, 2025), which commissioners approved in separate motions covering "other/off" transactions and new hires. The board approved contract awards and renewals listed in Exhibit B; commissioners highlighted a planned inclusive redesign of the Green Lane Park playground that will include wheelchair-accessible and sensory elements.
Other approved motions included: formal approvals for appointments to the Montgomery County Workforce Development Board (Exhibit G-2), the county Local Emergency body (Exhibit G-3) and the Youth Center Board of Managers (Exhibit G-4). The commissioners also approved advertising bids and RFPs under Exhibit A and accepted the final salary-board list with one recorded opposed vote during the salary-board vote noted in the record.
Commissioners announced the next board meeting for Feb. 20 and a State of the County event on Feb. 18 at the community college.
