Board hears terminal renovation and master-plan updates; escalator, restroom, taxiway work ongoing

The Laredo International Airport Advisory Board heard a series of construction and planning updates on Feb. 18, including progress on terminal repairs and the start of a master plan process that will include public comment.
Virginia, assistant director, told the board the terminal’s up escalator is functioning and that the down escalator is expected to be complete by March; roof work was near completion and engineering inspections were pending. Staff said they delayed opening a women’s restroom until accessibility features were fully available so the facility would be usable by passengers with disabilities.
TSA checkpoint and taxiways
Staff said the Transportation Security Administration approved a second security-lane configuration after earlier plans omitted it; engineering teams were evaluating how to fit the second lane into the renovation drawings without expanding the terminal footprint. Taxiway rehabilitation is staged: taxiway J1 had restarted after concrete issues and will be completed before J2 begins to allow earlier reopening of airfield surfaces.
Master plan and engineering support
Airport staff said the airport hired RS&H to prepare a master plan and perform pavement-condition reporting required by the FAA; the master-plan work will include public meetings and a stakeholder panel that airport management will assemble. The board approved a separate on-call RS&H contract (see vote summary) to speed project-level design and avoid repeated small procurements.
Other projects
Staff said an FAA inspection recommended replacing the airport emergency management system (EMS) at runway end 01/08 and that design work for that replacement is expected to be brought forward in the next months. Staff also discussed customs/FIS (federal inspection station) user fees and noted a small number of delinquent accounts that staff is following up on.
