Willie, county planning staff, introduced the application and explained the needed variance from the county’s mobile-unit code section (5-102.1). He said the trailer would be temporary and that Silverton Mountain had authorized the location. He also said the applicant would either use on-site power supplied by the mountain or a generator, would be required to maintain trash control and to keep the site free of litter, and that public‑health approvals would be required.
A public comment from a resident (Deanne) supported adding amenities at the mountain base, saying such services would benefit both guests and locals. The applicant said the plan was to station the trailer during the busy guided season (March–mid‑April this year) and to bring it into town when the season ended; next-year plans envisage the trailer on site for the guided season.
Commissioners discussed distance to the county road right-of-way (staff confirmed the trailer would be 83 feet from the road) and asked about trash pickup and signage. The applicant said they would have a receptacle at the cart and would transport their trash to the town dumpster. Planning staff confirmed conditions of approval would include routine site policing, health‑department compliance, and that failure to meet conditions could lead to revocation.
A commissioner moved to grant the variance and improvement permit for CoffeeBear LLC with the conditions recommended by staff. The motion was seconded and carried without recorded dissent. Planning staff said they would provide a formal approval letter and instructions to have the conditions notarized and recorded as part of the permit file.
