Police oversight monitor: five completed reviews in January; panel opens two cases for full review

Selena, the panel’s independent monitor, reported that in January 2025 the office completed five full case reviews and that eight cases were awaiting panel review. She told the panel there were currently 34 open cases in the monitor’s docket, of which 18 were classified and 12 were in the department’s preliminary investigation stage.

The monitor summarized several completed files, attributing specific internal findings and recommended dispositions to the department’s investigations. In one early-2024 matter (MI2024‑026) the panel recommended an allegation of bias be marked not sustained; the department found the allegation unfounded. In the same file the panel recommended sustaining untimely body‑worn‑camera activation for one officer and the department issued verbal counseling; for a second officer the panel recommended sustained finding but the department did not sustain that allegation.

Other completed reviews included allegations of improper physical contact during a parking dispute (MI2024‑053), a use‑of‑force question during a domestic disturbance (MI2024‑080), and multiple integrity or customer‑service complaints. Where the panel recommended sustained findings, the department often matched the recommendation with verbal counseling or exoneration depending on the allegation and available evidence.

The monitor read the panel’s recommendation and the department’s written responses for a high‑profile case involving officers and bystanders filming police vehicles. The panel recommended additional training “that provides officers with a fulsome understanding of the balance of officer safety and investigative integrity with community members’ rights,” the monitor said. The monitor read Chief Redburn’s response: “I do agree with the police oversight panel that we need to make sure officers have proper training and a working understanding what First Amendment rights our community members have. . . . I will direct our legal advisors to provide training on this topic in the near future.”

On case classification and workload the monitor told members there were nine cases classified in January, including four misconduct investigations and two community inquiries; nine cases were closed by the department that month. She said the monitor’s office had 34 open cases as of February 4, 2025, and listed several case numbers that are being prepared for upcoming panel review.

Votes at a glance: during public session the panel voted to accept two cases for full panel review — SN2024‑005 and SM2024‑003 — and declined several others that had been proposed for review. The panel then moved into closed session to discuss confidential case materials and to conduct case‑review voting.

The monitor also announced community‑engagement and recruitment figures: about 33 students expressed preliminary interest in serving on the panel, 13 said they would apply, and the panel planned to start interviewing six student applicants; a half‑day mandatory training for new student panelists is scheduled for March 1.

The panel’s next steps include scheduling the two cases approved for review and circulating evidence packages to assigned reviewers. The monitor emphasized that some cases remain pending with the department’s Professional Standards or need additional interviews before the panel can complete its review.
