Board approves vacating parts of Raymond Avenue and Turkey Avenue after community petitions and staff review

The Seminole County Board of County Commissioners adopted resolutions to vacate and abandon (1) a roughly 5,400‑square‑foot portion of an undeveloped right of way known as Raymond Avenue in Altamonte Springs and (2) a roughly 19,580‑square‑foot portion of Turkey Avenue in the Swopes amended plat area. Both actions were approved unanimously after staff said utility providers had submitted letters of no objection and a county drainage and utility easement had been provided where requested.
Why it matters: The Raymond Avenue vacate clears title issues around a sidewalk and ornamental fencing that were installed decades ago by a subdivision developer and will allow the sidewalk and fence to remain under private ownership. Residents and homeowners associations in both matters supported the vacates, telling the board they had worked with staff for years to resolve concerns.
Raymond Avenue Joy Giles, principal planner, told the board the Raymond Avenue request affects property adjacent to Lot 23 of Raymond Oaks and Lot 1 of West Altamont Heights. Giles said the sidewalk and portions of an ornamental fence, installed by a developer in the late 1990s and not maintained by the county, would remain private if the vacate passed. She said staff requested and received a drainage and utility easement over the vacated area and that statutory authority for the vacation is found in the county land development code and Florida Statutes sections 336.09 and 336.10. Jeff Singletary, president of the Raymond Oaks Homeowners Association, told the board he had worked on the petition for about three years and thanked staff for their cooperation. The board adopted the resolution unanimously.
Turkey Avenue Giles presented the Turkey Avenue petition, noting the applicant, Mary Lourdes Diaz Deo, owns adjacent lots and seeks to incorporate an undeveloped right of way into her property for family use. Giles said letters of no objection were on file from utilities and staff determined the vacate would not landlock adjacent parcels. The board voted unanimously to adopt the resolution vacating Turkey Avenue and commissioners congratulated the applicant on her unanimous approval.
