Council adopts Budget Ordinance Amendment No. 7, moves funds across capital projects and recognizes new revenues

The Greenville City Council unanimously approved Budget Ordinance Amendment No. 7 on Feb. 10, 2025, authorizing multiple fiscal adjustments across operating and capital funds.
Chief Financial Officer Jacob Joyner outlined the amendment. It recognizes approximately $135,000 in revenues for a downtown beautification project and a Greenville Enterprise Center (GEC) disparity study, moves planning-related appropriations into a community development capital project fund for additional UDO contract costs (about $12,000), records $12,000 in Greenville Utilities Company energy-improvement contributions, reallocates $307,000 in street improvement funds into the engineering capital project fund for continued street work, and appropriates $1,400,000 of sanitation fund balance for an assembly room renovation project.
Joyner also said the amendment adds 2.5 full-time-equivalent positions to the parks and recreation department with no immediate budgetary impact. He stated the overall operating budget after the amendment is $196,000,000.
Council member Blackburn moved adoption and Council member Willis seconded; the motion passed 6-0.
The ordinance affects multiple funds: sanitation operating fund, Pilot Works Capital Project Fund, Engineering Capital Projects Fund, Community Development Capital Projects Fund, and Special Revenue Grant Fund. Several items reallocate existing appropriations rather than create new ongoing operating commitments; however, the sanitation fund appropriation of $1.4 million is a use of fund balance for a capital renovation.
