Council updates EMS rates and downtown parking fees to match new parking plan

The Greenville City Council adopted an ordinance on Feb. 10 amending the city’s manual of fees to update emergency medical services (EMS) billing rates and to implement parking changes tied to the downtown parking plan.
Chief Financial Officer Jacob Joyner told the council the EMS rate changes reflect state updates released at the start of the year; “The basic life support nonemergency drops 25. The rest go up anywhere from about 5 to 10 dollars a piece,” Joyner said. He asked council to align city EMS billing with the new state rates.
On parking, Joyner said the amendment implements the new downtown approach adopted at the prior meeting: two hours of free parking followed by $0.75 per hour after two hours in the parking deck, and removal of language referring to pay stations or fee-based parking structures.
Council member Blackburn moved approval; Council member Foreman seconded. The council approved the ordinance 6-0.
The fee changes were incorporated into the manual of fees by ordinance and will be reflected in city billing and parking rules going forward. No detailed fiscal impact estimates were presented at the Feb. 10 meeting.
