Open Space Committee finalizes disposition data form, approves Dec. 4 minutes

The Simsbury Open Space Committee on Feb. 5 voted to accept edits to the committee's disposition data form, originally created in 2016, and approved the committee minutes from Dec. 4.

Committee chair Marjorie, presenting the item, said the updated form was used for the Firetown Road disposition and that "we made those little edits" to clarify items such as whether a site has been used for park or recreational purposes and to add a note about site walks and the POCD checklist for planning commission review.

The committee discussed where the completed Firetown Road version should reside; members agreed it could be added to the open space section of the town website along with other acquisition and disposition materials. The chair said the committee has a filled example and a blank template and intends to upload both for public access.

A motion to accept the disposition data form was moved and seconded; members approved by voice vote. The committee also moved and seconded the approval of minutes from the Dec. 4 meeting; those minutes were approved by voice vote as well.

Committee members noted the form is intended as a checklist and a living record to be updated over time, not as a static legal instrument. One member said that although the inventory was accepted in 2016, calling it a "working draft" has persisted and the committee should instead treat it as a continually updated living document.

The committee did not record a roll-call vote tally in the meeting transcript; outcomes were recorded as approved by voice vote. The committee indicated staff will post the finalized form and supporting appendices on the committee's webpage and will include the Firetown Road completed example.

Members directed that future website updates include this document among acquisition and disposition resources.
