Board approves Northwest Regional ESD local service plan for 2025–26

The board voted to adopt Northwest Regional Education Service District’s (NWRESD) local service plan for 2025–26 following a presentation from NWRESD representatives.
Dan Goldman, superintendent of the Northwest Regional ESD, and Maureen Wolf, NWRESD vice chair, described the LSP process, which the ESD develops in consultation with the region’s superintendents and then submits to component district boards for approval. The plan identifies core services available to all 20 component districts and an optional menu of services districts may purchase using service credits or intergovernmental contracting.
Goldman highlighted shared services the ESD provides: outdoor school programming, early childhood special education, instructional coaching and networked technology services including regional connectivity and cybersecurity. He noted the ESD’s model allows districts to retain flexibility over funds and either purchase services from the ESD or take funds in transit.
Board member Director Zerschmid moved adoption of Resolution 2425‑07 authorizing the NWRESD local service plan for 2025–26; Director Myles seconded. The board approved the resolution by voice vote: “All those in favor, please say aye.” The chair recorded the motion as carried.
The presenters and multiple board members praised NWRESD’s role providing economies of scale and specialized programming, including early learning and special education staff who support district students. The board requested slide copies and thanked NWRESD for its services and responsiveness.
