La Center commission approves Jan. 14 minutes; staff briefs on Manning Meadows pre-application and local proposals

The commission approved the Jan. 14 minutes by voice vote; the motion passed without roll-call naming a mover or seconder on the record and the chair stated "motion passes."
Staff briefing on pre-application conferences Doug, planning staff, briefed commissioners on a pending pre-application conference for a Manning Meadows site where a developer has proposed a zone change from LDR 7.5 to MDR 16 and a conceptual plan for 84 attached and detached single-family homes. Doug described a pre-application conference as "a feasibility study only" and said the city posts a notice and posts the pre-application materials to the city website; a written report is issued about 10 days after the conference. He emphasized a pre-application conference does not constitute an application and does not mean an approval will follow.
Commissioners also asked whether other sites listed in the project map (items 72 and 80) were likewise permitted to apply for rezones; staff said property owners may apply even where the comp-plan scenarios did not identify upzoning. Staff said one of the Manning Meadows pre-app items has an in-person conference scheduled and the city will post the consolidated pre-app report after the meeting.
Other project updates - Wild Cat Coffee: Staff said Wild Cat Coffee had applied for a project behind the Fortune Casino but is not moving forward at this time; staff noted the applicant may explore other locations. - Old bank site: Staff said the former bank site would not proceed as a drive-through coffee location; the building remains in use for onsite coffee-roasting activity but is not currently listed for lease as a drive-through retail site.
Next steps and meeting schedule Staff said the next meeting will include the first draft of the transportation element and the commission discussed receiving a redline second draft of the parks element (showing changes) at the next meeting so commissioners retain context. Staff noted consolidated second drafts of the capital facilities elements would return in May for additional review before council consideration in June.
