Resident reports collapsing sewer cover on Tupi Lane; commission will notify DPW and follow up

Resident Paula Lasher told the Lowell Conservation Commission that a sewer structure immediately behind her driveway on Tupi Lane is collapsing and that the condition has worsened over the last two weeks, making driveway use difficult.
Chair Brad Beutnice said maintaining existing structures on city property is the responsibility of the appropriate city department and that such maintenance typically falls outside the commission's permitting review. He asked the conservation agent (Fran) to record the concern in the minutes and to contact the Department of Public Works (DPW) and the resident to request an inspection and a status update. Fran said she would follow up with Lasher to collect contact information and would contact DPW but cautioned she might not be able to compel a written DPW report.
Commissioner remarks clarified that maintenance and in‑kind repair of public utilities are exempt from the Wetlands Protection Act when work does not change or expand the footprint. The commission agreed that an offline follow‑up with DPW and the resident would be the most efficient path and requested an update to the commission when available.
