Commission approves Negative 3 for City sidewalk work on Douglas Road after remote participation by city engineer

The Lowell Conservation Commission granted a Negative 3 Determination for a Request for Determination of Applicability filed by the City of Lowell to construct a new sidewalk along Douglas Road, including work within the 100‑foot wetland buffer.
At the meeting's first mention of the Douglas Road project, no city representative was present and commissioners voted to continue the matter to the February 26 meeting to allow the city to appear. Later in the meeting Daniel Lewis, identified as a City of Lowell engineer, joined remotely and described the work planned as part of the 2025 road reconstruction contract: installation of concrete or asphalt sidewalks abutting a known wetland, temporary sediment and erosion controls including silt fencing and catch basin protection, and no planned grade changes toward the wetland.
When Commissioner Gedelen asked how close the work would come to the wetland, Lewis measured from the plans and said the closest point is 57 feet from the wetland; commissioners noted that appears to place all work outside a 50‑foot zone. The commission asked about the duration of exposed soils; Lewis said grading will not change drainage patterns and implied standard erosion controls will be used.
A motion to grant a Negative 3 Determination passed unanimously after Lewis's presentation.
