The Lowell Conservation Commission voted to grant a Negative 3 Determination for a Request for Determination of Applicability filed by the National Park Service for rehabilitation work at the Moody Street Feeder Gatehouse, 269 Merrimack Street, adjacent to the Merrimack Canal.
A National Park Service representative described a rehabilitation project led by the agency's Historic Architecture Conservation Engineering (HACE) center. Planned work includes masonry repointing, window repairs and selective slate repairs to the roof. The project is funded by a MAT program grant under the Great American Outdoors Act; the National Park Service representative said work is anticipated to begin in mid‑ to late spring.
Commissioners asked about debris control and construction methods adjacent to the canal. The National Park Service representative said the contractor would deploy safety netting and trash containment measures and, if feasible, use suspended (“spider”) staging to avoid drawing down the canal and to minimize impacts. The commission found the proposed methods reasonable and a motion to grant a Negative 3 Determination passed unanimously.
The determination allows the agency to proceed under the outlined debris‑control measures and staging approach; the commission asked that work keep the canal clear of debris and that containment measures be implemented as described.
