Committee adds broader policy for students from active-duty military, discusses graduation pathways and proposal for citizenship test

Superintendent Andy Sanko said the new policy is meant to streamline prior changes enacted across enrollment, graduation and other policies and to "provide flexibility for the children of active military because they do move around," noting the policy borrows model language from the Pennsylvania School Boards Association.
Committee members also discussed language added to graduation policies to address students experiencing educational instability. Sanko and other staff described existing guidance-counselor practices for creating individualized graduation plans for students who face mobility or instability; social workers and guidance counselors are usually involved and the district tracks progress annually.
During the discussion, School Board Member Richard Hickey proposed a separate idea: adding a civic knowledge requirement such as the U.S. naturalization (citizenship) test as part of local graduation standards. Hickey said the measure would ensure graduates have a common baseline of civic knowledge. Board members agreed the idea merited further study but that graduation standards and any new local requirements should be handled by the Education Committee and by consultation with the Pennsylvania Department of Education, which sets statewide graduation requirements. "The PDE sets graduation standards ... although the board does have local control," Sanko said.
Direction: Committee members agreed to refer the citizenship-test idea to the Education Committee for consideration and to continue work on the overarching military-family policy so it may be adopted as a new district policy. The committee did not take a formal vote on changing local graduation requirements at Monday—s meeting.
