Public Service Commission moves proposed revisions to individual electric metering to public hearing

The Public Service Commission on Feb. 12 voted to approve a notice of hearing and direct staff to make filings to advance proposed revisions to Wisconsin Administrative Code chapter PSC 113, the rules governing individual electric metering.

The commission’s action moves docket 1-AC-257 to the next stage of rulemaking, sending the proposed rule language to the Legislative Council for review and opening a public hearing and comment period expected around mid‑March. "I am supportive of moving this proposed rule forward as is today, so we can get to the next step in the process," Chair Strand said at the meeting.

The proposed revisions would update a rule first promulgated in 1980 in response to the Public Utility Regulatory Policies Act of 1978 (PURPA). Commissioners said the current waiver framework for individual metering is outdated, lacks flexibility, and has generated a growing number of waiver requests that present circumstances not well covered by the existing standard.
