Board tables $25,465 forestry mulching-head purchase after safety and funding concerns

Public works staff proposed purchasing a forestry mulching head (drum-style) from Burris Equipment for $25,465 to replace a 19‑year‑old brush cutter. The head was presented as able to reduce splintering, grind larger brush (advertised up to 8–15 inches depending on time) and leave wood‑chip material rather than large splinters, improving efficiency for trail and ditch maintenance.

Staff said the proposed purchase would be funded from a trail-related carryover fund that previously held roughly $51,495; using $25,465 for the mulcher would leave an estimated $25,991 for other trail/bridge repairs and the Rock Lake Pier. Board members raised questions about whether the purchase should have been budgeted in a regular capital cycle rather than using existing trail funds, and whether the trailer/excavator cab required polycarbonate shielding or other operator protection because of flying debris with drum heads.

Trustees also discussed alternatives: rotary/rotor heads (a different cutting approach with potentially slower spin and less high-velocity projection) and the comparative price/performance of brands; staff said the quoted Blue Diamond head is a reputable option and the price included installation. Several trustees said the village’s recent purchase of a skid-steer attachment and the village’s current budget situation argued for delaying the mulcher purchase.

After debate the board moved to table the purchase for further review; the motion to table carried 6–1. Trustees asked staff to return with additional brand comparisons, safety/protection specifications for the excavator cab, and confirmation of the precise allowable uses of the trail fund and the remaining balance available for bridges and the Rock Lake Pier.
