City adopts Grand Universe PUD, setting framework for planetarium, resort and town-center plan

The Westfield Common Council unanimously adopted the Grand Universe Planned Unit Development (PUD) ordinance (Ordinance 2470) on Feb. 3, approving a conceptual framework for more than 66 acres east of the Monon and adjacent to Grand Park.
The PUD sets development districts for a Space and Science Center (including a planetarium and observatory), a resort district, a sports and entertainment district and a town-center mixed‑use area. City staff and the petitioner said the document is conceptual and that specific financing, bond and utility agreements will return to the city for review.
