Staff said the changes are largely administrative and include: clarifying permit renewal and reactivation language; adjusting plan-check and inspection charge allocations for manufactured and modular homes to reflect staff time; correcting typographical errors in the earlier ordinance; clarifying how and when stormwater fees are imposed; adding a hosted-home rental fee line for shorter-term hosted accommodations; and creating a single, clear section for streamlined housing reviews tied to state ministerial housing laws.
The board voted to continue one related action (adopting a cemetery-division fee resolution) to February 25 so staff can include additional information requested by supervisors before final passage.
Why this matters: The ordinance consolidates fee administration for building permits, planning reviews, stormwater compliance and vacation-rental permitting. Several supervisors asked staff to confirm details — for example, whether annual renewal fees reflect actual inspection and administrative time for different permit categories — and staff agreed to return with clarifying information.
