Council votes to increase APS on-call pay rate amid state transition uncertainty

The two remaining workers are covering additional on-call days; Brown asked to amend the on-call pay rate from $85 per flat-rate period to $127.50 to compensate for the extra days. She told the council the funds already exist in the current line item and the request does not add new appropriations for 2025.
Council members asked whether the county would hire a replacement. Brown said hiring is not feasible with the planned statewide transition and that the state has not yet decided which vendor will run APS after July 1; the county-provided bid (from the Indiana Prosecuting Attorneys Council) was one of several under consideration, she said. Council members asked Brown to provide updates as the state's RFP process advances.
A council member moved approval subject to reverting the rate if a third staffer is hired; another member seconded. The motion passed with an affirmative vote and was recorded as carried.
