State Board's systemwide unit requests $15,000 for minors-on-campus training, transfers $4 million to institutions

He described the unit as a mechanism housed in the Office of the State Board of Education that transfers funding to research and systemwide initiatives and carries costs with systemwide character rather than belonging to a single institution.
Why it matters: systemwide carries a base budget of about $6,400,000; analysts and the director said roughly $4,000,000 of that amount is regularly transferred directly to Idaho's colleges and universities for research and systemwide programs. The unit has 2.5 FTP with no vacancies at the time of the presentation.
Campbell noted the FY2024 and FY2025 appropriation history and two recent enhancements that added FTP and support for online learning infrastructure and the Apply Idaho application system. For FY2026, the systemwide office requested $15,000 to purchase training materials for programming and campus staff related to the presence of minors on campus (dual-credit students and other minors attending campus activities). The office characterized this as a systemwide need because multiple institutions host younger students for credit-bearing or noncredit programs and the training materials would be used broadly.
Systemwide also requested $3,600 to correct a FY2025 compensation (CEC) calculation. Director Joshua Woodworth and colleagues from the Office of the State Board of Education attended the hearing and answered members' questions about why training belongs in systemwide rather than at an individual institution.
No final committee action was recorded at the hearing; analysts said the unit's transfers and systemwide projects will continue to be monitored as appropriation decisions progress.
