House Bill 1442, a measure to create a committee on government efficiency and performance, received a do-pass recommendation from the House Industry, Business and Labor Committee after amendments that change appointing authority and clarify meeting frequency.
Sponsor Representative Toman asked the committee to change the bill so that appointment authority rests with the majority leaders of each chamber rather than the Chairman of Legislative Management. Committee members agreed to that amendment and to language modifying the meeting requirement from "at least once per month" to "meet at least once per quarter or at the call of the chairman."
Supporters said the task force needs flexibility to meet frequently at first but should not be required to meet monthly indefinitely. Representative Koppelman and others said the quarterly minimum with the call-of-the-chair provision aligns the new task force with how other interim committees operate. Representative Shower acknowledged the scope would require significant work—audits and performance reviews by the state auditor and staff—but voiced support while cautioning about the committee workload.
The committee adopted the amendments and voted to pass HB 1442 as amended. Committeeworkers assigned a legislator to carry the bill to the floor.
