Council approves sewer contract and multiple procurement resolutions including park renovation and recreation center purchases

Hilliard City Council on Feb. 10 adopted an ordinance and several resolutions authorizing construction and procurement contracts across public works, parks and the recreation center.
Infrastructure: Council approved Ordinance 25-01 authorizing the city manager to enter into a construction contract with Boss Excavating and Grading Inc. for CIP S-31, the Hayden Run sanitary sewer lift station and force main replacement, and to appropriate the necessary funds. The ordinance passed on a roll call of six yes, zero no; the ordinance was recorded as taking effect at the earliest date allowable by law.
Parks: Council adopted Resolution 25R09 authorizing the city manager to contract with Ohio Site Solutions for the First Responders Park renovation, a contract the presenter said totals $849,200. Staff reported $805,000 of that amount will come from a State of Ohio one-time Strategic Community Investment Fund grant and that the 2025 capital program had a total budget of $1,000,500 for the project. Planned construction was described as beginning in April.
Recreation and wellness center procurements: Council approved three procurement resolutions for the new Recreation and Wellness Center. Resolution 25R10 authorized a contract with Loth Inc. to purchase furniture for the center for $525,584.99. Resolution 25R11 authorized a contract with Design 2 Wellness LLC to purchase fitness equipment; staff stated the contract amount listed in Attachment A is $414,170.59. Staff said the proposal process received multiple responses and that equipment quantities will be evaluated after facility opening to guide future purchases. Council also approved Resolution 25R12 for a purchase agreement with Logicalis for compute-storage hardware not to exceed $200,000; staff described the purchase as phase 2 of a two-year replacement of end-of-life infrastructure and said the city runs an internal cloud for its services.
Each of these items passed by roll call with all council members voting yes (6-0), with Vice President Dieter excused.
