Board approves RFP for real estate agent services to support new Carthage Elementary planning

The Moore County Schools Board of Education voted Feb. 10 to approve the Construction Committee—s recommendation to issue a request for proposals (RFP) for real-estate agent/firm services to support site selection and related work for a replacement Carthage Elementary School.
Construction Committee chair Ralph Hensley told the board the committee based the recommendation on public-hearing feedback and a committee debrief. "If you read it, the period of performance starts August," Hensley said, and the committee envisions beginning concurrent processing for multiple construction projects once the selected firm is onboarded. He said the RFP includes seven evaluation criteria, including knowledge of the local market.
Facilities staff member Miss Purvis said feedback received at a Feb. 3 public hearing and through the district—s online portal strongly supported building a new Carthage Elementary at a new site with a core capacity of 600 students; that input informed the RFP scope. "The feedback we received ... overwhelmingly supported the recommendation for a new Carthage Elementary on a new site, with a core capacity of 600," Purvis said.
The board voted to accept the committee recommendation by voice vote. The board chair noted the vote advances the district—s planning process and that the RFP is the "first long overdue step" in returning construction efforts to schedule. Hensley said the district plans to run multiple projects concurrently "within the limitations of our bandwidth."
The RFP approval is procedural and does not award a contract; the RFP timeline in the presentation lists a start of performance in August pending procurement and selection.
