Engineering staff told council the projects encountered delays that increased inspection and testing needs. On Cathedral Canyon Drive, utility relocations required coordination and staggered schedules with multiple utilities; on Date Palm Drive, the Riverside County Flood Control review and an omitted design element in the county’s initial review added scope and time. Falcon had absorbed some management costs but requested the amendment to cover additional inspection and material testing expenses.
Staff reported the total construction budget for the two projects (contract amounts plus a 15% contingency) is just over $4.6 million. After paying construction and previously authorized fees, staff said the remaining construction budget contains sufficient funds: approving the $110,000 request would leave a remaining balance of about $191,225.24. Staff recommended using ATP Cycle 5 grant funds to cover the amendment.
Councilmember Carnivale commented that the projects look improved and praised staff for managing the coordination demands. A motion to approve the amendment was made and passed unanimously; the meeting record shows the vote carried with all present council members voting yes.
Implementation note: the amendment authorizes additional inspection and testing work by Falcon; staff said they will continue to monitor contractor performance and use grant funds for the additional charge.
