The Greenwood Redevelopment Commission voted to commit up to $10,000 for a pilot program to wrap traffic-signal boxes in vinyl art in Old Town and approved a claims docket totaling $2,402,102.97 at its February 2025 meeting.
Planning staff presented the traffic-signal box proposal as a response to resident comments collected during Greenwood's recently adopted comprehensive plan. Alyssa, a city planner, told commissioners the planning department has run the idea for about six months and identified six possible locations in Old Town; the pilot would install wraps on three boxes to demonstrate the concept.
Alyssa said the project would use vinyl wraps rather than paint and that wraps can last up to five years (with shorter lifespans possible in local weather). She described a recommended budget request “not to exceed $10,000” to cover procurement, artist compensation and installation; staff cited a vendor estimate of about $3,000 to wrap three city-owned boxes and proposed artist compensation of roughly $500 per box (about $1,500 total for three boxes).
Staff said Duke Energy-owned signal cabinets would not be eligible for wraps and that the pilot would apply only to city-owned equipment. The commission was told staff would issue a request for proposals, seek local submissions where possible, and work with city staff, the mayor’s office and a contractor identified as RLR to evaluate entries. Commissioners said the commission would review recommended awards before any funds were spent.
Commissioners moved and seconded the measure; the motion passed and was recorded as approved by the commission. The meeting also included approval of routine claims and minutes from the Jan. 14 meeting.
