Lewis County approves 2024 budget amendment; grant revenue offsets most costs

At a Feb. 11 public hearing, the Lewis County Board of Commissioners adopted Resolution 25-049, an amendment to the county's 2024 budget that increases total expenditures and revenues after public notice and a staff report.
Becky Butler presented the staff report, noting notices ran in the East County Journal on Jan. 29 and Feb. 5. The published notice originally reflected an increase in expenditures of $173,500 and increased revenue of $163,500. Subsequent changes required further amendments across funds, producing a final total increase in expenditures of $204,750 and an increase in revenues of $194,700, which Butler said results in a "decrease in estimated ending fund balance of $10,050." She also said the only general-fund portion of the amendment is a $25,000 transfer approved the prior day for Water District 1.
When asked where the revenue increases came from, Butler said a large portion is a grant for the county's voluntary stewardship program from the Recreation and Conservation Office (RCO) of approximately $163,000, and that additional revenue items include banking fees. "The revenue increase is coming from a big portion of this amendment was a grant for the voluntary stewardship program within community development, and so the revenue from that comes from the Recreational Conservation Office, RCO grant, of hundred and 63,000," she said.
No members of the public offered testimony during the hearing. Following the presentation and a brief question-and-answer period, a motion to approve Resolution 25-049 passed by a 3-0 vote.
