Plan commission approves Capstone 41 Phase 3 warehouse building in Business Park

The Village of Germantown Plan Commission voted to approve site development and building plans for the third building in the Capstone 41 Business Park: a 291,140-square-foot multi-tenant industrial warehouse intended for light manufacturing, assembly, warehousing and distribution.

Why it matters: The project advances an approved business park expansion in a Tax Increment District and brings the third phase forward earlier than originally scheduled. Staff noted the project completes roadway and landscaping improvements and follows design language used on earlier buildings in the campus.

Details and staff conditions Director Ratzlaff told commissioners the Capstone 41 expansion stems from a 2021 decision to enlarge Tax Increment District No. 7 for a 52‑acre business-park area. Phase 3 will include an employee/visitor parking area at the east side, a truck/trailer court on the west side and continued berming and landscaping along Holy Hill Road. Exterior materials will be painted insulated precast panels with up to 46-foot wall heights and a 36-foot clear interior height. Staff listed technical comments — stormwater, rooftop equipment locations, dumpster details and lighting mount heights — to be addressed before construction.

Commission action and vote A commissioner moved to approve the site and building plans as presented and subject to the 10 staff conditions listed in the staff report; the motion was seconded, and the commission voted to approve the project. The commission chair announced the motion carried unanimously.

Ending The applicant, represented at the meeting by Mike Faber of Capstone Development, was congratulated by commissioners for bringing the third phase forward ahead of schedule. Staff will require the applicant to address the engineering, landscaping and permit conditions in the January 15 review memo before construction begins.
