Staff reported a proposed notice‑to‑proceed date of March 1 but asked the board to allow a short delay so the city engineer and stormwater staff could review the scope and pricing.
Several board members questioned whether the work could be done in‑house and noted the price “felt high” compared with their experience; staff said the project scope would likely require three to four engineering staff from the consultant and that it was too large to complete internally.
A motion was made to approve a professional services agreement in an amount not to exceed $89,465, subject to final terms by legal and approval by the city engineer, and to authorize the stormwater superintendent to sign on the board’s behalf. The motion was seconded and approved by voice vote with all present voting “aye.”
Staff said they will circulate the proposal to the city engineer and suggested the board could defer final authorization until the next meeting if additional review were needed.
