Yucaipa City Council adopts five priorities for 2025, including balanced budget and emergency preparedness

The motion passed by voice vote.
City Manager (presenting) framed the year as one for planning and financial stabilization. He said the immediate priority is to deliver a balanced budget after Measure S (a 1% sales tax) passed in November and after a larger set of revenue and franchise-fee changes; he also flagged expected upward pressure on police and fire contract costs and called for investments in emergency preparedness despite budget constraints. "This year we have to deliver a balanced budget," the city manager said, adding that voters' approval of Measure S created an expectation that the city would steward new revenues while avoiding cuts to public safety.
Council members spoke in favor of the five priorities. Councilman Bieber (remarks reflecting on staff performance) thanked staff for their work. Councilman Beaver moved adoption of the five goals; Councilman Miller seconded. Beaver said the goals are "not convoluted" and emphasized the need for a long-term plan and a citizen oversight role for the new sales tax, and he urged prompt staff action. Council members also emphasized public-safety continuity and the need for a generator and other emergency-capable infrastructure for city operations during outages.
