Committee asks staff to add vacancy, fiscal-impact and outreach context to staff reports after retreat discussion on operating strategies

After a February retreat discussion about proposed umbrella operating strategies, the Policy and Services Committee voted Feb. 11 to direct staff to include more granular information in staff reports when relevant: department employee vacancy numbers, fiscal impact context and the type/volume of stakeholder communications or recommendations to improve outreach effectiveness.

Deputy City Manager Chantelle Cotton Gaines presented the idea as a follow-up to the retreat's discussion of proposed operating strategies (reducing vacancy, cautious budgeting, improving communications and structuring committees). Committee members expressed that many of the proposed strategies overlapped with existing council values and budget procedures but supported making the information more visible in staff reports to help with priority-setting and decision-making.

Council members emphasized that vacancy reductions and cautious budgeting can sometimes pull in different directions and suggested staff reports should clearly flag fiscal risks (funding cliffs, uncertain revenues) and any department-level vacancy issues when they bear materially on the decision. Assistant City Manager Kylie and other staff noted quarterly finance reports and regular budget updates already flag fiscal conditions and that some vacancy metrics are tracked by Human Resources; staff agreed to pull relevant vacancy detail into staff reports when the topic warrants.

The committee also asked staff to include stakeholder-engagement summaries in staff reports (the type, volume and suggested improvements to outreach) and, when appropriate, to propose steps that would mitigate budget or staffing risk. The committee voted unanimously to send the direction to the full council as a consent item.
