Council committee approves temporary authority for youth-program contracts after heated debate over oversight

The Cleveland Public Safety Committee on Jan. 27 approved Ordinance 43-2025, an emergency measure authorizing the director of finance to enter into contracts to support converting recreation centers into trauma-informed neighborhood resource and recreation centers, and to fund expanded out-of-school programming and summer employment for youth.

The ordinance, introduced by Council Members Bishop, Polencic and Griffin and presented by Sonya Pryor Jones, Chief for Youth and Family Success, authorizes professional consultants and vendors to design and deliver youth programming “to prevent violence, develop skills, and knowledge to overcome challenges associated with trauma and toxic stress” for up to 18 months with one option to renew. Chief Sonya Pryor Jones told the committee the request was intended to avoid interruptions in services and to preserve summer and after-school opportunities for youth ages 14–18.

The committee’s debate focused on two issues: the scale and oversight of projected vendor contracts and whether the Office of Prevention, Intervention and Opportunity (PIO) should operate or fund these programs in partnership with the Department of Recreation. Council members pressed administration staff for granular information about which vendors operate at which recreation centers, contract values and program performance metrics.
