Senate Bill 1013, sponsored by Sen. Mark Harris, would consolidate hunter and trapping education into one statutory section, specify required instruction (including trespass and tampering with property), and allow persons with a valid big-game license to trap under the direct supervision of a certified outfitter or guide without completing separate trappers— education.
Harris said the bill follows existing Fish and Game rule language and furthers red-tape reduction. He noted the decline in independent trapping due to cost and declining skill transmission and said the bill would create an apprenticeship-style pathway by allowing supervised outfitted trapping while preserving education requirements for those who trap independently.
The Idaho Farm Bureau, the Idaho Wildlife Federation and the Department of Fish and Game testified in support. Ellery Tucker Williams, legislative and community engagement coordinator for Fish and Game, said the change could “incentivize outfitters and guides to offer more guided trapping opportunities” and help people decide whether to pursue full trapping education.
The committee voted to send SB 1013 to the Senate floor with a due pass recommendation. The motion was seconded and carried on a voice vote; no roll-call tally appears in the transcript.
