JFAC approves technical corrections to maintenance bills including K-12, HHS language and FTP cap fix

The Joint Finance-Appropriations Committee on Feb. 6 approved three technical corrections to maintenance-bill language, two by unanimous consent and one by roll-call, committee leaders said.
The committee accepted two language edits by unanimous consent. Jared Tetreault, deputy manager of the Budget Division with Legislative Services, asked the panel to add the Idaho Digital Learning Academy to longstanding program-transfer exemptions in the public-schools budget so the academy — now a separate division — may participate in transfers without creating a “piece in and a piece out” situation. “Idaho Digital Learning Academy, formerly a part of children's programs, became its own division. And so it needs to be added to the language,” Tetreault told the committee.
Alex Williamson, budget and policy analyst with Legislative Services, told the committee a second unanimous-consent correction updates a cross-reference in language tied to the Millennium Income Fund and a program formerly referenced in that fund. “When we copied the language over, this language used to live in the Millennium Income Fund; we did not update the language to reflect the correct section where the funds are appropriated in,” Williamson said. The committee accepted the corrected wording with no objection.
A third correction fixed a numeric typo in the constitutional-officers program-maintenance table. Keith Bybee, division manager for Budget Policy Analysis, said the full-time-equivalent cap should read 431.9 rather than an incorrect figure that had appeared on the draft. That correction was handled by a formal motion and roll-call. The committee recorded unanimous support: 20 ayes, 0 nays, 0 absent/excused. The motion carried and will travel with the committee’s due-pass recommendation to the floor.
Why it matters: These edits are technical but necessary to ensure statutory cross-references and budget caps match the legislature’s intent and agency organization after previous decisions. The committee framed the items as non-substantive cleanups rather than policy changes.
The committee moved on after the votes and continued public deliberations on larger budget matters.
