Votes at a glance: Idaho House passes insurance, small-seller and other measures; honors young agricultural leader

The Idaho House of Representatives on Feb. 12, 2025, approved several bills and a resolution, ranging from technical updates to insurance law to a new small-seller exemption for sales-tax permits. The body also adopted a resolution honoring a young agricultural leader.

House Bill 38 — Life and health insurance guarantee updates House Bill 38, described by its floor presenter as an update to the Idaho Life and Health Insurance Guarantee Association Act, passed the House by roll call. The sponsor said the measure clarifies that guaranty-association payments will be limited to market rates, clarifies coverage for Affordable Care Act co-ops doing business in Idaho, and removes a statutory cap so the industry-administered association may set its own fee cap without returning to the Legislature. The clerk recorded 46 ayes and 23 nays; the bill will be transmitted to the Senate.

House Bill 144 — Small-seller sales tax threshold House Bill 144 creates a statutory definition of a "small seller" and exempts individuals with less than $5,000 in annual sales from obtaining a seller’s permit and from district-facilitated sales-tax remittance. The sponsor said the change is aimed at reducing paperwork for casual sellers, youth entrepreneurs and small farmers. The House approved the bill by roll call, recorded as 70 ayes; it will be transmitted to the Senate.

House Bill 80 — Repeal of the Yellow Dot program chapter House Bill 80 repeals an entire chapter of Idaho code establishing the Yellow Dot program, which the sponsor described as lacking oversight and participation tracking. The House passed the bill; the clerk recorded 61 ayes and 1 nay. The bill will be sent to the Senate.

House Resolution 6 — Commendation for Paige Nelson The House suspended rules to consider House Resolution 6 and then adopted the resolution recognizing and honoring Paige Nelson for placing among the top three competitors nationally in the American Farm Bureau Federation’s Young Farmers and Ranchers Excellence in Agriculture Award. The suspension motion to consider the resolution immediately was moved by a House member and seconded on the floor; final adoption was recorded as 69 ayes and 1 absent. The chief clerk was directed to forward a copy of the resolution to Nelson.
