Garfield County commissioners accept library district budget amid public calls for more oversight

The Board of County Commissioners of Garfield County on Jan. 20 accepted the Garfield County Public Library District’s 2025 budget after public comment that pressed the library to increase transparency and give commissioners more appointment authority under a pending intergovernmental agreement.

During the public comment period a caller raised concerns about the library’s retained reserves, comparing local figures to other Colorado districts and urging the BOCC to seek “greater financial accountability” and changes to a proposed IGA that, the caller said, would limit the BOCC’s appointment authority for trustees. The caller said the district’s reserve balance has grown in recent years and asked why that money was not returned to taxpayers or used to increase frontline staff pay.
