Council receives capital improvement program update: 70 projects, $36 million budget; 31 completed

City staff reported on the status of 70 capital improvement program (CIP) projects totaling $36 million, with 31 completed and several major street, park and signal projects either finished or underway; council accepted the update unanimously.
City staff on Jan. 28 gave Lake Forest City Council an update on the city’s capital improvement program, saying 70 projects are budgeted with a total program budget of $36,000,000 and that 31 CIP projects have been completed since the program began reporting.
The city manager (presenting the update) listed recently completed projects, including the Geronimo and New Orleans arterial slurry seal, the Rockville median at Lake Forest Drive, Trabuco Trail rehabilitation and several resurfacing efforts. Staff said Lake Forest contributed $300,000 toward a $1,600,000 regional traffic-synchronization project on Lake Forest Drive that also involved the cities of Irvine and Laguna Hills and Caltrans; the improvement added optimized signal timing and integrated advanced signal technology.
Staff provided a status summary for projects under construction, in advertisement or scheduled for award, in design and in predesign. Projects under construction included Zone D asphalt repairs (construction started the day of the meeting), Barker Ranch dog park turf replacement (nearly complete; park reopened), irrigation-conservation work on El Toro and miscellaneous traffic-synchronization and intersection upgrades. Projects in design include multiple intersection improvements and park restorations; staff listed work planned for playgrounds, restroom renovations and court conversions to add pickleball at several parks.
Staff said bids for a fourth phase of CDBG audible-pedestrian-signal work had opened in December and that several construction awards and advertisements are scheduled for the first half of 2025. The presentation included a short summary of project counts: 31 projects completed, 11 in construction phases, 11 in preconstruction and 10 in design. Staff closed by saying more predesign projects would be initiated as ongoing projects are completed.
A member of the public, Andrew O’Connor, raised several maintenance and enforcement concerns during the public-comment period following the presentation, including damaged signs at Alton/Portola, vandalism at Upper Borrego Park, mailbox theft and earlier food-truck enforcement. Councilmembers heard the comments but proceeded to vote to accept the update. The council’s vote to accept the CIP update was unanimous.
Staff did not propose new CIP budget appropriations during the presentation; the report was an informational status update with project timelines and next steps for design and procurement.
