Board reviews intermediate unit operating budget and York County School of Technology share

The board reviewed two inter-district budgets: the intermediate unit (IU) general operating budget and the York County School of Technology member budget.

IU general operating budget: District staff said the IU held its overall operating request steady and reallocated funds under its formula; for West York the district contribution to the IU general operating budget decreased by about $94.42 compared with the prior cycle. Board discussion clarified that some savings from bringing special-education classes in-district will appear in the district’s own special-education budget rather than in the IU operating contribution. Staff said the IU is moving toward a fee model under new leadership that will present a fixed fee to districts and absorb year-end variances, which staff said should make planning easier for districts.

York County School of Technology: The members’ cost sheet shows the district currently sends 94 students to the technical school and expects about 91 next year; the overall member budget includes an increase of roughly $46,470. Board members noted the technical school budget contains costs such as bus purchases (four new buses were included) that are shared across member districts. Directors asked whether member districts pay the same per-seat rate and whether that rate exceeds what the district receives per pupil from the state; staff said they would obtain comparative per-pupil figures and provide them when the budget moves to a formal vote next week.

Next steps: The York County School of Technology budget will be on the agenda for a vote at the next meeting. Staff will provide more detailed per-pupil cost comparisons on request.
