Board upholds director's determination requiring driveway access and emergency-turnaround for Benedict parcel at 8295 Overland Road

The Boulder County Board of County Commissioners on Feb. 4 upheld the director’s determination that a proposed change in use at 8295 Overland Road must comply with the county’s multimodal transportation standards (MMTS), including physical vehicle access and an emergency vehicle turnaround.

Amber Knotts of Community Planning and Permitting (CP&P) presented SPR-24-0075, describing a proposal to convert an accessory structure and office into a single-unit dwelling on a parcel zoned Forestry and 36.33 acres in size. Knotts said the director’s determination (issued Nov. 26, 2024) conditionally approved the change in use but required compliance with MMTS access and an emergency-turnaround. The applicants appealed that determination on Dec. 10, 2024, objecting to requirements to extend driveway access from adjacent 8297 Overland Road to the eastern boundary of the subject parcel and to install an emergency vehicle turnaround.

Knotts told the board the shared parking area and driveway located at 8297 Overland Road currently ends 35 feet east of the subject parcel’s eastern boundary and that the distance from the shared parking to the rear of the proposed residence exceeded 150 feet.
