The board had previously approved a related variance with a condition requiring paving; the applicant said financial constraints and disputes with a builder left the property owner unable to complete paving now and asked the board for flexibility.
Applicant testimony and staff discussion: Sandy Braswell, who identified herself as the property owner, told the board she could not afford the unexpected cost to pave and that there were unresolved sewer- and water-line issues with the builder. The board noted that a previous approval had included a paving stipulation and that both the applicant and builder had been informed of that condition. A board member said she wanted to work with Braswell to identify mitigation steps and to ensure access to utilities could be provided without compromising standards.
Board action: A motion to hold the variance for 30 days was made and seconded so the applicant could work with staff on options to address the paving condition and related construction concerns. The motion passed.
Next steps: The board asked Braswell to work with the moving commissioner and staff to find alternatives and return at the March hearing if an agreed approach is not finalized. The board instructed the applicant to coordinate with staff to identify workable mitigation.
