Board members asked how the 3 percent cap might affect St. Joseph; Doctor Edgar said he could not predict exact local impact but that the district could face financial strain and that the more immediate concern could be charter expansion. A board member added that while a single 3 percent change might not be harmful immediately, successive increases could have cumulative effects.
No formal action was taken at the work session; Doctor Edgar said the resolution will appear as an action item at the February 20 board meeting for a majority vote.
