PLPOA moves forward with gymnasium special assessment; county says it is neutral

Bozo Lakes Property Owners Association leaders told the joint meeting that PLPOA ownership approved putting a $255 special assessment on the ballot to fund a proposed gymnasium attached to the recreation center.
PLPOA officials said the question went live Jan. 27 and the membership voting period closes the morning of March 1. PLPOA presenters said the $255 special assessment is intended to underwrite construction of an enclosed gymnasium; their finance team estimated the assessment would cover anticipated capital costs and that operations could be supported through fees after construction.
County officials explicitly distanced Archuleta County from the gym project. A county representative said the county’s role is “neutral,” and that the MOU discussed earlier (for the outdoor field) is not connected to the gym project. “The county is not involved in it whatsoever,” a county official said.
Access and rental: PLPOA leaders said the gymnasium — unlike the proposed GOCO-funded outdoor field — would remain a PLPOA amenity primarily for members; outside users could access the space only through rental agreements and associated fees. Presenters contrasted the gym’s membership-restricted aspects with the outdoor field’s requirement for public access if built with state grant money.
Resident questions: Some members at the meeting said the ballot language describing the special assessment was unclear; PLPOA leaders said the language was posted publicly in advance and they sought transparency when framing the ballot question. PLPOA said ownership rules require a majority of voting owners to approve assessments.
No county action was taken. The gym proposal remains an ownership-level PLPOA question; the county said it will not provide direct funding or administration for the gym project.
