Champaign County Committee debates new board rules on "public input," presentations and decorum

The Champaign County Committee of the Whole reviewed a set of proposed edits to the county board rules that would change terminology, create a formal agenda slot for outside presentations and add a written code of decorum for meetings.

Under the revisions discussed, the phrase "public participation" would be replaced through the document with "public input" to clarify that the period is for one-way remarks rather than a back-and-forth exchange. The policy also proposes a distinct agenda item to allow presentations from outside entities; the committee discussed placement of that item on the regular board and Committee of the Whole agendas and agreed the agenda-setting process should resolve scheduling (for example, a presentation needed in a committee section can still be placed there by the chair).

The committee discussed a new decorum section that lists standards for members and participants, including addressing comments to the presiding officer, refraining from name-calling, avoiding interruptions and not using obscene or profane language. The draft also says a member may call a point of order if conduct violates the rules and the presiding officer may interrupt a speaker and direct them to the code or call a recess.

Several board members described existing problems with sniping, interruptions and comments about members' physical appearance; the county board chair closed the meeting with a direct appeal to civility: "Commenting on physical appearance is beyond the pale, and we should all do better," the chair said.

The committee did not adopt the edits as final language. Members asked staff to incorporate a handful of editorial fixes (table-of-contents entry, a typographical statute citation correction, minor formatting and consistent phrasing such as "presiding officer"), and the committee voted to return a cleaned, finalized version to the full county board for a formal vote at its next meeting.
