At its Feb. 10 meeting, the River Falls City Council approved the second reading of Ordinance 2025-02 to rezone 807 West Locust Street from R-2 multiple-family residential to SC (school) zoning, and passed two companion resolutions: one authorizing the release of an easement over a portion of a vacated right-of-way and another approving the vacation and discontinuance of an unpaved alley right-of-way in the Andrews and Winchesters addition.
The ordinance and the two resolutions were considered together during a public hearing that drew no public comment. Council members moved, seconded and voted on each item separately; roll-call votes recorded support for all three measures.
The rezoning will change the official zoning designation for the property identified as 807 West Locust Street from R-2 to SC. Council members did not offer additional conditions during the second reading. The easement-release resolution applies to a portion of a vacated right-of-way in the Andrews and Winchesters addition; the vacation/discontinuance resolution applies to an unpaved alley in the same subdivision. Council considered the three measures part of one public-hearing package and handled each with its own motion and roll-call vote.
Votes on the ordinance and the two resolutions were recorded by roll call. The transcript records the following council members voting yes on the rezoning and on both resolutions: Bierstead; Bjork; Caro/Carroll; Downey; Morissette; Miller; and O'Dean. The motions passed and the ordinances/resolutions were adopted as presented.
Council took no additional formal direction on implementing the changes at the meeting; staff follow-up or administrative steps (recording, updating official maps, or processing easement documents) were not specified during the hearing.
