Votes at a glance: Clinton County council approves appointments, abatements, salary ordinance, interlocal agreement, appropriations and vehicle support

The Clinton County council voted unanimously on a slate of routine items and budget actions, approving tax-abatement compliance reports, a board appointment, salary ordinance updates, an interlocal agreement with the city of Frankfort, encumbrances, multiple appropriations and transfers, and a sheriff’s vehicle purchase support vote. NHK tax-abatement compliance: The council reviewed the annual CF-1 reports for two NHK projects (2017 and 2020) and designated NHK in substantial compliance with the commitments attached to its abatements. Council members noted higher-than-expected employment and salaries and said assessed value results aligned with projections. Motion carried 5-0.

Kirkland Public Library appointment: Heidi Turner appeared on behalf of Kelly Hare (the appointee was unable to attend) and described Hare’s prior service on the library board. The council appointed Kelly Harrah (name in transcript spelled alternately as Hare/Harrah; record indicates Kelly will fill the remainder of Kylie Powers’s term) to the Kirkland Library Board. Motion carried 5-0.

Readoption of 2025 salary ordinance: The council readopted the county’s 2025 salary ordinance with highlighted corrections, including adding part-time positions, adding community corrections to the ordinance per the State Board of Accounts recommendations, rounding corrections and inclusion of grant-funded positions. Interlocal agreement with Frankfort: The council approved an interlocal agreement with the city of Frankfort that formalizes development rules for the I-65/State Road 28 interchange area. Under the agreement the city agrees not to annex additional territory in the specified area for 10 years, and the county agreed that development adjacent to annexed areas would hook to city services; municipalities are responsible for collecting annexation waivers and confirming sewer/water permits before the county issues building permits. Motion carried 5-0.

Encumbrances: The council approved encumbrances for bills related to 2024 budgets: general fund encumbrances of $28,666.54, $5.08 in the QMCAP Development Fund and $2,870.10 in the Federal Inmate Fund, for a total of $32,057.22. Motion carried 5-0.

Additional appropriations: The council approved multiple appropriations, including asset forfeiture receipts ($23,800.17) for the sheriff’s department, $8,000 for a K-9 unit, adjustments for surveyor salary funding, various health and LEPC line items, distribution of opioid-settlement funds (e.g., restricted and unrestricted allocations totaling tens of thousands split among EMS, sheriff and community programs), a redevelopment commission spending plan allocation (professional services $100,000; economic development $250,000; other $50,000; capital $1,000,000), medical fees for inmates ($29,800), and ARPA rollovers for the courthouse annex ($2,594,003.63) and fairgrounds ($256,000.52). The council approved a $25,000 appropriation to the jury expense fund at the judge’s request. Motion carried 5-0.

Transfers and financial reports: The council approved several small internal transfers to correct salary lines and overtime budgeting, including EMS transfers to overtime ($10,000 each) and other minor adjustments. The council also received and accepted the monthly fund-balance and budget-status reports. Motion carried 5-0.

Sheriff vehicle support: Sheriff Kelly requested council support to use misdemeanor funds to purchase a used, fully upfitted 2021 Ford transport van located at Estes Ford in Brownsburg for $68,000, plus an estimated $7,000 for markings and radios (radios separately estimated at $5,000–$6,000). The council gave consensus to support the purchase and instructed staff to advertise the appropriation for formal approval at a later meeting; a formal motion to support the purchase passed 5-0.

Why it matters: The approvals move forward several operational and capital items the county described as routine or time-sensitive—such as the redevelopment spending plan allocation and ARPA rollovers—while maintaining local procedures for oversight of abatements, interlocal annexation terms and county financial housekeeping.
