Temple ISD presents annual district report; accountability paused, early-grade gains noted

Dr. Lisa Adams presented Temple ISD's annual district report to the Board of Trustees on Feb. 10, reviewing required state reports, interim assessment performance and other district-required disclosures.
Adams reminded the board that the Texas Academic Performance Report (TAPR) and accountability ratings were paused for the 2024 accountability season. "Accountability ratings were paused for the 2024 accountability season," she said. She also noted the district had not yet received its accreditation status for the 2023-24 school year from the Texas Education Agency.
Adams reviewed early-grade assessment results using NWEA MAP and STAR data. She said vendor difficulties delayed some interim reporting but that the district's third-grade STAR reading prediction rose from 43% to about 46% after updated calculations. Adams credited instructional changes and adjusted interventions for gains observed in kindergarten and first grade and noted continued focus on phonemic awareness and math skill progressions in early grades.
The report included safety and discipline statistics, with Adams reporting very low counts in the category covered by state violence-prevention reporting. She also reviewed credit-by-exam rules and results: the district administers exams for acceleration and credit; students without prior instruction must score 80 or higher to earn credit, and students with prior instruction must score 70 or higher. Adams highlighted the district's use of Avant testing for native-language credit: 112 students took a Spanish Avant assessment last year, and 103 of them earned at least one credit.
Adams said data vendors had caused some recalculation of the interim measures and that she would provide board members with updated reports. A public hearing on the district annual report was opened and then closed with no members of the public speaking.
The presentation is the district's required annual review of student performance, safety and related metrics and will be used to inform campus and district improvement planning.
